Capacity Building of DISCOMs

Bureau of Energy Efficiency has launched a programme “Capacity Building of DISCOMs” since 2012. During Financial Year 2012-17, 34 DISCOMs (Phase I) and 2017-20, 28 DISCOMs (Phase -II) have participated as beneficiary DISCOMs under this program. The objective of the programme is to strengthen the DISCOMs for implementation of DSM programs in their jurisdiction.

• Signing of MoU with beneficiary DISCOMs and SDAs

  Under this program, Memorandum of Understanding (MoUs) have been signed amongst BEE, DISCOMs and respective State Designated Agency (SDAs) for implementation of activities at jurisdiction of DISCOMs.

  

• Training of Trainers program organized for creation of master trainers on DSM & EE.

  BEE has organized 62 training of trainers’ programs for middle / senior management officials of DISCOMs and developed total 1420 master trainers for 62 DISCOMs on DSM and Energy Efficiency.

  

• Capacity building of circle level officials of DISCOMs

  Under this programme, BEE has organized about 172 nos. of capacity building of circle level officials of DISCOMs programmes for 62 beneficiaries DISCOMs and trained total 7000 officials on DSM and Energy Efficiency.

  

• Providing manpower support to DISCOMs

  Manpower support has been provided to all beneficiary DISCOMs participated under this program.

  Many of the participating DISCOMs have initiated various DSM activities under this program in their jurisdiction.

• Conducting load research studies and finalization of DSM action plan.

  Load research has been conducted and DSM action plans have been prepared. Under this DSM action plans, DISCOMs have been able to take up DSM programs like Replacement of Inefficient Fans with BEE 5-Star Rated Energy Efficient Fans in Domestic Sector, Replacement of Inefficient Air Conditioners with BEE 5-Star Rated Energy Efficient Air Conditioners in Domestic Sector, Replacement of Inefficient Fans with BEE 5-Star Rated Energy Efficient Fans in public buildings etc.

• Establishment of DSM cell and notification of DSM regulation.

  Participating DISCOMs have established a dedicated DSM cells and engaged 2 senior officials for co-ordinate with the BEE/SDAs and agencies for implementation of various DSM activities in their jurisdiction.

• Notification of DSM regulation

  Zone wise 5 regional meetings for 5 zones have been organized including officials of DISCOMs, SDAs and SERC/JERC to encourage them to take up DSM programs.
