Energy Efficiency Financing Platform (EEFP) 

Energy Efficiency Financing Platform (EEFP) was launched as one of the initiatives under National Mission for Enhanced Energy Efficiency to provide a platform to interact with Financial Institutions (FIs) and project developers for implementation of energy efficiency projects. Under this programme, MoUs have been signed by BEE with M/s. PTC India Ltd, M/s. SIDBI, HSBC Bank, Tata Capital and IFCI Ltd to promote financing for energy efficiency projects. 

For capacity building of FIs, BEE signed MoU with Indian Banks’ Association for the Training Programme on Energy Efficiency Financing. The MoU was signed in 2015 and this training programme was launched in June 2015. These workshops have held in two phases. Phase 1 included 4 ToT workshops and 2 direct training workshops. In phase 2, 22 direct training workshops for FIs on EE Financing held at different locations (17 states covered) across India. In these workshops total of 682 participants from 72 banks/NBFCs banks/NBFCs received training on EE financing. Currently, the programme of these training workshops have ended on 31st March 2019. 

Presently, BEE is working on conducting “Investment Bazaar for Energy Efficiency” in 4 regions of India to accelerate and facilitate financing of EE projects/technologies through SDAs. Furthermore, all SDAs have also been directed to constitute FIs committees for accelerating EE financing in respective states to enable institutions to address financing issues at state level itself. 

Guidelines to conduct Investment Bazaar for Energy Efficiency

The SDA is requested to carry out the following activities:

  1. To organize the conference which includes arrangements for venue, projector and backdrop, and food. Venue should cover exhibition area. However, cost of putting

    up stalls shall be borne by banks/NBFCs.

  2. SDA has to design Background note, Agenda and Proceedings.

  3. BEE will share the design of backdrop, podium stand, outside standee and name tags with SDA for printing.

  4. To arrange for boarding and lodging which will also cover local conveyance for all the eminent speakers/experts.   

  5. To reimburse all domestic (economy class ticket or second-class AC rail fare), local travel incurred by eminent speakers/experts.

  6. To arrange for a projector and two laptops.

  7. To arrange for good quality kits which shall include good quality bag, printed conference material, notepad and pen.

  8. To arrange for mementoes for speakers. Mementoes should represent Energy Efficiency in some way.

  9. To arrange photographer to take atleast 50 pictures and submit photo album as well as soft copies to BEE.

  10. To arrange for the Name Board for speakers (including dignitaries).

  11. Printing of feedback forms, background note, final agenda, and Guidelines for Energy Efficiency financing.

  12. Send invite letters to speakers, industries and banks/NBFCs for participation.

  13. Prepare Proceedings of the conference and submit a colour copy to BEE.

  14. To keep sitting arrangement ( in round tables) for atleast 100 participants.

Guidelines to constitute State level committee

To further enhance the efforts in ensuring finance to EE projects, BEE proposed that SDA can constitute a committee of financial institutions(banks/NBFCs) within the State. SDA can recommend Energy Efficiency projects to this committee for financing. Such kind of committee of financial institutions can be formed by all SDAs for effective financing of Energy Efficiency projects at state level. This will help in facilitating financing of Energy Efficiency projects at state level itself, and shall also help in implementation of energy efficient projects/programmes.

Important Terms of Reference (ToR) for the committee may be:

         i.            All state level projects which are identified by SDAs, facing financing issues may be addressed by this committee.

         ii.            All of the financial institutions who are also the members of the committee may finance these projects on recommendation of SDA

        iii.            To propose any policy initiatives for increasing Energy Efficiency (EE) financing and development of EE market in the state

        iv.            Any other items suggested by SDAs. 

This committee should have atleast 7 banks/NBFCs with officials from respective SDA. In this context, SDA may explore to set up the committee and inform to BEE for further help/hand-holding.
