Municipal Demand Side Management (BEE Mu DSM programme)
The Municipality sector/urban local bodies (ULBs) consume electricity for various utility services like street lighting, water pumping, sewage treatment, and in various public buildings. Currently around 30% of Indian population lives in urban areas and continuous migration from rural areas is putting additional burden on the urban local bodies.
Identifying the immense energy saving potential in municipal sector, BEE initiated Municipal Demand Side Management (MuDSM) during 11th plan. The basic objective of the project is to improve the overall energy efficiency of the ULBs, which could lead to substantial savings in the electricity consumption, thereby resulting in cost reduction/savings for the ULBs.
1. Activities under MuDSM program:
The following endeavours has been made to promote the MuDSM so as to spread the awareness about the Energy Efficient pumpsets.
i) Capacity building workshops for ULBs, public water bodies, urban development department and other implementing agencies in cities under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) project.
ii) 1 national level workshop on MuDSM.
iii) Conducting training programs for pump technicians and operators and operator of municipal system.
iv) Hiring of agency to carry out Monitoring and Verification of implemented MuDSM in all states.
2. Framework for implementation of MuDSM programme:
For creating awareness and to provide training to the stakeholders and officials of ULBs regarding use of EE Pumpsets, the various aspects are discussed below:
a) Executing agencies:
The SDAs would be the executing agency in their respective states. SDAs shall arrange the trainers, experts and the necessary equipment for conducting the training programmes.
b) Selection procedure of ULBs/UDD/NPs/MCs:
SDAs have to communicate with the officials of following local governing bodies to provide the necessary awareness and training regarding energy efficient pumpsets:
i) Urban Development Directorate, UDD
ii) Nagar Panchayats, (NPs)
iii) Municipal Councils, (MCs)
c) Norms for Payment:
BEE would provide financial assistance to the SDAs according to their proposed activities as per approved SFC.
d) Target group:
Officers of various Urban Local Bodies (ULBs) pump technicians, officials and division level officers of Urban Development Directorate UDD/Nagar Panchayats (NPs)/Municipal Councils (MCs).
e) Outcomes:
i) Proper execution of the massive training and awareness programs throughout the nation would lead to create awareness about benefits of using star labelled pumps.
